How come leads 4306031 and 4311045 don't appear when I go to schedule them in delivery tab?

I cannot find lead 4306031 at all...Lead 4311045 has Nomad Standard Delivery. If you go to Settings-->Delivery Methods you will see this delivery type is set as NO (see screenshot)
