Submit quote request with no items selected

Is there a way to allow a customer to submit a quote request with no items selected? Sometimes they can't find what they're looking for, so I have a field where they can fill in anything they can't find. I'd like to allow them to submit it like that.

In pages/Templates there is a "contact" page along with the regular "quote request" page. It makes a new lead, but fills in many of the missing fields with fillers that are to be determined later including the rental
