Is there a way an automatic to add delivery charge to = a specific number

So I have my minimum set at 100 but all it does is tell the customer that it doesn't meet the minimum requirement... Is there a way to automatically add in a custom delivery charge so if their order is 50 bucks then the system would automatically add $50 for delivery = $100?
