Employee access to worker profiles

Is there a way that I can hide certain "tabs" of worker profiles but still allow the Manager to make edits?
I.E. I would like to create an optional field in the worker profile for notes. This section would be for any notes they need to make about an employee. I.e. disciplinary actions needed/taken or Positive notes. However, I don't want that same manager to see the notes I make about employee raises and pay scale (when they get a raise and how much).
When I hide the section where I put those notes, it prevents the manager from being able to make any changes to the profile, optional field notes included.
