Update Bootstrap Version

It would be awesome to see a newer CSS framework available to make customizing pages easier. Bootstrap version 2.3.2 appears to be the current framework and is from 2012 (and doesn't take advantage of the improvements of the last 12 years). A utility first CSS framework like Tailwind would make customizing pages much easier and avoid issues with competing IO custom CSS classes. Even getting Bootstrap updated to the latest version (5.3) would be a huge improvement though and would be a lighter lift in updating code compared to moving to a different framework.
