adding fees

I'm trying to add fee lines to any new quote that comes in.
Where the discounts are currently I need two lines to automatically appear,
one is for Credit card processing fee, one is for fuel surcharge. Right now we are manually typing them in, I need them to appear automatically just like the delivery charge and discount.
We will add the amount manually, I just need the lines there.
