google tracking conversions in adwords

I am trying to track google adwords conversions and am not having success inside of IO. I am working with google to set up tracking conversions in adwords. The URL for contract and payment does not seem to be distinguished between being on the contract page and actually having made a payment. Is there something I am missing? How can we distinguish between the two to actually track those that led to a payment inside of adwords?
